Quebec does its own thing

Quebec residents contribute to the Quebec Pension Plan instead of CPP and file a separate provincial return with Revenu Québec, on top of the federal one. The federal picture is the same as elsewhere: business income on the T2125, nothing withheld, a balance due April 30 even though the self-employed can file until June 15, and instalments once your tax owing passes the threshold (the instalment threshold in Quebec is lower than in the rest of Canada).
